In
a report that evaluates how well a state serves its
citizens, Virginia ranks the highest in the country.

"Grading The States 2008" examines and measures four
key areas: money, people, infrastructure and
information. Noting that eVA was a big cost saver
for the Commonwealth, the report gave Virginia high
marks for providing management and citizens easy
access to many internet based information sites,
including information on how public funds are spent.
The report also noted eVA's ground-breaking
electronic tie-in with the federal e-procurement
system, an innovative move that gives state and
local purchasers access to federally competed supply
schedules.
The Coalition For Government
Procurement, (CGP),
awarded eVA the "Excellence In
Partnership Award for 2007" in the "Best
Use Of Cooperative Purchasing" category.
This category recognizes a state or
local government agency that has made
strategic use of federal schedule
contracts in support of their mission.
eVA received the award for completion of
a unique project with the federal
government's General Services
Administration (GSA).

eVA and GSA
established the first "punch-out" catalog between a
state and federal e-procurement system. This
collaboration yielded a direct link for eVA buyers
to the GSA's Schedule 70, also known at Information
Technology products and services. With this
enhancement, eVA buyers can now connect directly to
GSA Advantage, the federal e-procurement system, and
make electronic purchases from GSA Schedule 70. "Punchout"
technology automatically creates the buyer's
electronic purchase order, increasing accuracy and
saving data entry time. As with other electronic
orders, eVA captures and stores purchase history in
its data warehouse.
Bob Sievert, Director of the e-Procurement Bureau,
Division of Purchases and Supply, received the award
on behalf of the eVA team.
"Everyone comes out ahead on projects like this,"
said Bob. "Our buyers get to take advantage of the
competitive federal pricing. GSA gets to optimize
the potential savings for tax payers. And the GSA
vendors get a chance at a wider customer base,
through eVA.

eVA was presented
with the "2007 Innovation In
Government Award" at the 3rd Annual
Excellence in Virginia Government
Awards (EVGA) Ceremony, held in late
November of 2007. EVGA is the
signature event of the L. Douglas
Wilder School of Government and
Public Affairs. The awards celebrate
outstanding individuals and
organizations, in the public and
private sector, which have made
noteworthy contributions to the
practice of government and to the
welfare of our communities and
citizens. All proceeds from the
Excellence in Virginia Government
Awards are used to fund scholarships
for Wilder School students.
Two successful eVA vendors, and the
City of Lynchburg, one eVA's local
government users tell their story in

The Division of
Purchases and Supply, Department of
General Services was presented the
"2007 Achievement of Excellence In
Procurement Award" (AEP) at the
National Association of State
Procurement Officials Conference.
Virginia received the highest score
of any state receiving the award and
second highest score for all
submissions. Virginia also received
the award in 2005 and 2006 and in
2005 the highest score of any state.
The AEP Award is presented to state
procurement operations that achieve
excellence in innovation,
professionalism, productivity,
e-procurement and leadership
attributes.
